How to Build a Packaging Data File for Romania

How to Build a Packaging Data File for Romania

Most packaging compliance problems do not begin with a missed deadline. They begin with incomplete data: a supplier has one weight, a warehouse has another, sales data uses a different product code and nobody can explain which packaging was actually sent to Romania.

For EU businesses entering the Romanian market, a packaging data file is one of the most useful compliance tools. It supports Romania-specific EPR checks today and PPWR preparation over the coming years.

What a packaging data file is

It is a structured record of the packaging associated with products placed on the Romanian market. It connects commercial data with physical packaging information.

It does not need to be complicated. A spreadsheet or controlled data table can be enough at the start, provided that it has clear sources, ownership and a process for updates.

The essential fields

For each product or packaging configuration, record:

  • product name and internal SKU;
  • sales route into Romania;
  • period covered by the data;
  • packaging component;
  • packaging level: primary, secondary or transport;
  • material and, where relevant, component composition;
  • weight per unit;
  • quantity sold or shipped into Romania;
  • data source;
  • calculation method;
  • data owner and last-review date.

Do not combine all plastic, paper or metal packaging into one unexplained annual figure. The detail is what allows the business to test assumptions and understand the impact of a packaging redesign.

Use source documents, not informal estimates

Reliable sources may include:

  • supplier technical specifications;
  • bills of materials;
  • packaging drawings;
  • purchase orders and invoices;
  • weigh-test records;
  • warehouse packing instructions;
  • product master data;
  • shipping and sales reports;
  • contracts with fulfilment providers.

Some data will initially be estimated. That is not necessarily a problem during a first assessment, provided the estimate is visible. Add a column for confidence level or methodology. For example: “supplier-confirmed”, “sample weighed”, “warehouse average” or “temporary estimate”.

Assign ownership across departments

Packaging data rarely belongs to one department. Procurement may know the supplier and material, product development may know the design, logistics may know the delivery packaging and finance may control the sales volumes.

Assign one internal owner to maintain the central file, but give each data field a source owner. The owner does not need to be an environmental specialist; they need authority to request updates and maintain a repeatable process.

Link the file to real change events

The file becomes useful when it changes with the business. Add a review trigger whenever you:

  • launch a new SKU;
  • replace a supplier;
  • change a box, label, film or pallet configuration;
  • open a Romanian fulfilment location;
  • change delivery terms or sales channels;
  • begin selling through a new marketplace;
  • introduce refill, reuse or returnable packaging.

This is far more effective than trying to rebuild an entire year of packaging data shortly before a reporting deadline.

How the data supports EPR and PPWR

For Romanian EPR purposes, the data helps establish the packaging quantities and categories that need to be reviewed under the national framework. For PPWR, the same file can help identify what technical evidence is available for future requirements such as packaging composition, recyclability, recycled content and design decisions.

One file can serve both purposes, but it should not blur them. The legal requirements, reporting periods and assessment methods may differ. Keep a clear record of which calculation is used for which purpose.

Questions to ask suppliers now

When you buy packaging or packaged products, ask suppliers to provide or update:

  • material composition by component;
  • packaging weight and tolerances;
  • information on recycled content where relevant;
  • food-contact declarations where applicable;
  • details of coatings, adhesives, labels and other components;
  • notification of planned material or design changes;
  • evidence supporting environmental claims.

Adding those questions to supplier onboarding and purchase specifications is usually easier than trying to recover historic information later.

A first-month implementation plan

  1. Choose a data template and nominate an owner.
  2. Select the highest-volume or highest-risk products sold into Romania.
  3. Gather supplier and fulfilment documentation.
  4. Test the calculation for a small product group.
  5. Record gaps and assumptions.
  6. Expand the file in monthly or quarterly cycles.

How we can help

We can help translate scattered operational information into a practical packaging inventory, define the data fields your team needs and identify the questions that should be checked before Romanian EPR reporting or PPWR planning.
