EPR & PPWR Compliance Support in Romania
If your company is established in another EU Member State and sells packaged products in Romania, you may need to assess Romania-specific packaging, reporting and extended producer responsibility obligations.
Red Moonlight Experts provides practical, document-focused support for companies that need to understand what applies before they place packaged products on the Romanian market. We help you map the relevant facts, organise packaging data, identify local points that need verification and prepare a clear compliance roadmap.
Who this service is for
This service is designed for businesses that sell or plan to sell packaged products in Romania, including:
- manufacturers supplying Romanian distributors or retailers;
- importers and distributors of packaged goods;
- online sellers shipping products directly to Romanian customers;
- brand owners using third-party fulfilment or logistics providers;
- companies expanding from another EU Member State into Romania.
The applicable obligations depend on the company’s role in the supply chain, the way products are placed on the Romanian market, the type of packaging involved and where that packaging is likely to become waste. A VAT number, a distributor agreement or a marketplace account alone do not answer those questions.
What we help you assess
Your commercial and packaging flow
We begin with the real route of the product: who owns it, who places it on the Romanian market, who imports or distributes it, where it is delivered and which entity holds the packaging information. This prevents the common mistake of treating all cross-border sales in the same way.
Packaging data and evidence
We help organise an inventory of packaging by material, packaging level and product flow. The aim is to build a usable data file from supplier specifications, bills of materials, invoices, product documentation and internal sales information.
EPR and reporting steps in Romania
We help identify Romania-specific registrations, reporting arrangements and collective-compliance routes that should be verified for the company’s activity. Where a locally established authorised representative or a specialised local partner may be required, we explain the practical steps and coordinate only with eligible providers.
PPWR readiness
Regulation (EU) 2025/40 on packaging and packaging waste (PPWR) applies from 12 August 2026, while many individual requirements apply in stages. We help turn this into an operational roadmap: what applies now, what data should be collected now and which packaging decisions should be reviewed before later deadlines arrive.
How the process works
- Initial mapping: we review the products, markets, commercial route and available packaging data.
- Obligation screen: we identify the issues that need Romania-specific verification and separate them from EU-wide PPWR preparation.
- Document checklist: we list the packaging, supplier, commercial and reporting information that should be collected.
- Practical roadmap: you receive prioritised next steps, ownership within your business and points that need input from a specialist provider or legal adviser.
What this service does not replace
We provide practical compliance support and document organisation. We are not an OIREP/PRO, do not issue regulatory approvals and do not replace legal advice on a specific dispute, sanction, tax matter or contractual liability. If a case requires legal interpretation or representation, we recommend involving an appropriately qualified Romanian lawyer or other regulated professional.
Why a Romania-specific review matters
PPWR is directly applicable across the EU, but extended producer responsibility schemes, registrations, reporting processes and practical market arrangements remain connected to the Member State in which packaging is placed on the market and becomes waste. A company that is compliant in its home country should not assume that the same arrangement automatically covers Romania.
The Romanian framework includes rules on packaging and packaging waste in Law no. 249/2015 and the general extended producer responsibility framework in Emergency Ordinance no. 92/2021. The exact impact depends on the business model and must be assessed using current official sources.
Start with a clear picture
Before you sign with a local scheme, submit data or change packaging, make sure the underlying facts are clear. A short initial review can help your team avoid duplicate work, incomplete packaging data and assumptions based on another country’s system.
